IOTM believes that it can use a traditional “Process Reengineering and Improvement” methodology as a systematic approach to remove the Islamic Republic in Iran (IRI).  If the efforts of hundreds of freedom-loving opposition groups and thousands of volunteers worldwide is viewed as a “process”, it is not difficult to conclude that this process is at best uncoordinated and inefficient and at worst broken.

The IRI Removal System (“IRS”), like complex engineering systems, can be viewed to consist of many interactive and/or integrated modules, self-correcting feedback loops, inputs, outputs, mechanisms and policy and procedures.  Unlike typical engineering systems, however, IRS must take into account people-dependent dynamic parameters such as culture, religion, history and international events.

A high level view of the IRS is illustrated in Figure below.

 

IRI Removal System (IRS)

The most important and fundamental aspect of IRS is a sound management system utilizing the best available communication and other technologies, educational programs, public relations and awareness, team building, activity synchronization, and lobbying mechanisms.

Rather than starting with fixed, inflexible, and pre-determined ideologies, soci-economic, political, and geo-political solutions to the problem, the main goal of IRS will be to provide a dynamic and controlled environment through which all stake holders in the successful outcome of IRS can collaborate to develop and implement appropriate projects and solutions in a well organized and highly coordinated coalition.

Background

Since the establishment of the Islamic Republic of Iran (IRI) in 1979, a large number of IRI opposition groups have been working effortlessly both inside and outside Iran.  These organizations include, but are not limited to, political parties in exile, human rights organizations, democracy and freedom activists, volunteer student groups, 24-hour satellite radio and television stations, magazines, newspapers, and websites.

Unfortunately, even though these opposition groups have achieved some important successes since the revolution in 1979, as a whole their successes have been few in number and isolated in nature.  IOTM believes that lack of a central management system, distributed coordination, proper synchronization, and adequate resources have been the main reasons for the mostly ineffective efforts of all these opposition groups.

By defining and reengineering IRS, IOTM believes that it can harness and leverage the untiring efforts of thousands of freedom loving Iranians and opposition groups worldwide to achieve their common goal of removing the IRI regime in a relatively short time.

IRS Critical Success Factors

Four fundamental issues must be considered and maintained as Critical Success Factors in the reengineering of IRS:

  1. Representation of all people who share and believe in the Mission and Founding Principles of IOTM;
  2. Built-in mechanisms for the continual progress of IOTM towards its goals and Mission, therefore preventing the Movement from being paralyzed by useless and pre-mature ideological debated and discussions;
  3. A built-in system of Checks and Balance
  4. Full financial and procedural transparency

Figure below depicts an overview of the organizational architecture proposed by IOTM for the implementation of IRS, based on the above Critical Success Factors:


 

The IOTM Plan

Short-Term (1-3 months)

  1. Register IOTM as a “Non-profit” and/or “Not-for-Profit” organization; elect Board of Trustees, an Executive Director, and hire sufficient staff members and/or volunteers to run IOTM’s central offices (Block 1 of the organizational diagram)

     

  2. Solicit public support through radio and TV programs.  Implement fundraising efforts using traditional and creative methods (Block 2), such as:
    1. One-time or monthly donations
    2. Affiliate Marketing
    3. Merchandising
    4. Interest-bearing trust accounts
    5. Cultural, sports, and entertainment fundraising events
    6. Other

     

  3. Develop a qualified network of ad-hoc and/or permanent volunteer Advisors and Senior Advisors (Block 3)

     

  4. Develop and launch the S.O.S. IRAN Coalition and Political Services Desk (Block 4)

Medium-Term (1-6 months)

  1. Launch and manage Executive Management Departments on an as-needed basis (Block 5 of the organizational diagram):
     
    1. Accounting and Financial Services Department are responsible for:
      1. Financial transparency of the Movement
      2. Budget projections for the Movement
      3. Financial Audits and Reporting
      4. Other

       

    2. Communications and Public Relations Department:
      1. Public awareness of the Movement via Radio, TV, and print media channels
      2. Communication with and coordination among Iranian and foreign media
      3. Representation in relevant News Conferences, interviews, etc.
      4. Other

       

    3. Security and Intelligence Department
      1. Security provisions for IOTM officers, staff, documents, etc.
      2. Intelligence gathering and safe keeping
      3. Counter Intelligence
      4. Other

       

    4. Membership and Volunteer Coordination Department
      1. Management of and communication with volunteers, staff, IOTM Departments
      2. Content Management of IOTM website
      3. Other

       

    5. Internal Affairs Department
      1. Identification of and Communication with volunteer cells inside Iran
      2. Coordination of volunteer cells inside Iran, e.g. civil disobedience
      3. Other

       

    6. Education and Cultural Affairs Department
      1. Development, implementation and distribution of educational programming (e.g. books, videos, plays, debates, conferences), with special focus on the education of democracy for the broadest possible spectrum of the Iranian population (e.g. special programming for the illiterate, blue collar, religious, etc.)
      2. Establishment of a state-of-the-art TV and Radio production studio
      3. Other

       

    7. International Affairs Department
      1. Establishment of dialogue with and lobbying of representatives of foreign governments, international organizations, NGOs, political parties of foreign countries
      2. Other

       

  2. Convene the Council of Experts and Scholars (Block 6 of the organizational diagram):
    1. Define Policy and Procedures for the membership requirements and internal workings of the Council
    2. Define expert scholar Teams
    3. Define specific goals, general agendas, and specific time frames for the Council of Experts and Scholars, such as
      1. Developing and proposing a detailed “Roadmap” with a systematic and advanced reconstruction program in Iran
      2. Identifying, developing, and proposing projects and solutions to support the struggle of Iranian people in replacing the existing theocratic regime with a secular political system based on parliamentary democracy
      3. Developing and proposing procedures and mechanisms to organize and hold a free referendum, under the observation and/or supervision of the international community, for the Iranian citizens to choose the future government in Iran
      4. Developing and proposing mechanisms to promote and protect human rights and political freedom in Iran
      5. Other

       

    4. Solicit/hire Team Coordinators, Researchers, and Senior Researchers
       

Long-Term (6-12 months)

  1. Convene IOTM’s Council of Representatives in exile and the Emergency Council (Block 7 of the organizational diagram)
    1. Define Policy and Procedures for the election of the Council Members
    2. Define specific goals, general agendas, and specific time frames for the Council of Representatives, such as:
      1. Timely evaluation, debates and ratification of proposals from the Executive Team and Council of Experts and Scholars
      2. Development and ratification of fair and transparent procedures for the election/selection of the transitional government Iran before or immediately after the IRI removal
      3. Development and ratification of draft constitutions for the future government of Iran, e.g. a draft for Parliamentary Monarchy and one for Constitutional Republic
      4. Other

       

    3. Facilitate the election of Council Members

     

  2. Select IOTM Honorary Advisors and Ambassadors (Block 8.).
     

S.O.S. IRAN Coalition

Perhaps the most important and urgent pre-requisite for all IOTM actions is the establishment of a “trusted and non-partisan” coalition under which umbrella all opposition groups, who believe in the Mission and Founding Principles of IOTM, can collaborate in harmony. The S.O.S. IRAN Coalition plans to serve as such an umbrella.

Membership requirements for joining S.O.S. Iran 

Any IRI opposition group may join S.O.S. Iran, while maintaining its independence and identity (e.g. Charter, Mission, Logo) as long as it:

  1. Acknowledges and accepts IOTM’s Mission
  2. Acknowledges and accepts IOTM’s Founding Principles
  3. Agrees to reasonably collaborate and cooperate with other S.O.S. Iran Coalition members.

S.O.S. Iran Membership Services

As an umbrella Coalition, S.O.S. Iran plans to deliver a variety of services to its members, free of charge or for a nominal membership fee, such as:

  1. Public Relation services such as Press Releases and Press Conferences
  2. Custom Research Projects
  3. Payment for travel and conference expenses
  4. Internet and website services
  5. Facilitation of Meeting and Conferences
  6. Custom Radio, TV, and other programming production services
  7. Custom polling and reporting services
  8. Other

S.O.S. IRAN Political Services Desk

The S.O.S. IRAN Political Services Desk is a one-stop informational resource containing non-confidential information about all opposition political parties, human rights groups, democracy activist organizations, relevant congressional bills, important reports and documents, poll results, and other important and relevant data.

The S.O.S. Iran desk will be manned around the clock and will be accessible via the Internet (www.sosiran.com) and a multi-line toll-free telephone and Fax number (888-SOS-IRAN.)

The S.O.S. Iran desk will also be responsible for the development and populating of the largest secure database and network of “authenticated” Iranian voters worldwide, including those residing inside Iran.  With such a database in place and by taking advantage of such polling systems as the Bestofiran.com system, IOTM will be able to have real-time or near real-time polling results and demographic data on a wide spectrum of political, social, cultural issues such as reconstruction plans for Iran, Articles of draft Constitutions for post-IRI era, and also elections of members for such bodies as IOTM’s Council of Representatives, Council of Experts and Scholars, etc.
